Patrick M. Mills, a principal of Virginia-based small business NeverLand Software & Systems, has wide-ranging skills and experience in computer programming, and systems/network architecture design, development, management, and control.

In 1994, Mr. Mills founded NeverLand Software a Computer Industry Services Company. The company was incorporated in 1997. In 1998 the company began work as NeverLand Software & Systems providing Information Technology services to industry, including: custom programming, web development, database design and integration, network aware software, managed networks, and other computer related services. In 2012, Mr. Mills co-founded MediaSpot Technology, a mobile media streaming company.

He has database development and management experience using Oracle, Sybase, MS SQL Server, Postgresql, mySQL, Foxpro, and Access. He routinely works with many computer architectures including Windows, Linux, BSD, Solaris, and Macintosh.

Mr. Mills, as a graduate student, worked with the Biomedical Imaging Laboratory (GWU), the Mechanical Engineering Dept on UAV development (GWU), the Computer Architecture Research Laboratory (U. of SC), Bethesda Softworks, and Telework Analytics International, Inc. While a college undergraduate, he held various positions which involved developing, upgrading, implementing and maintaining systems and their associated on and off-line help manuals and administration scripts. His projects ranged from Neural Network models to Cognitive Psychology modeling, Image Processing, and hardware control systems. He was employed by the Apollo Computer, Perception and Graphics Laboratories (Swarthmore College), Battelle PNL (Richland, WA), the Jet Propulsion Laboratories, and was a University of Illinois supercomputer time grantee.

Mr. Mills has published numerous engineering journal and conference papers in the areas of biomedical engineering, fuzzy logic, robotics, speech recognition, expert systems, and computer architecture. He currently holds U.S. patents for "Self calibration devices for chemical and bio analytical trace detection systems," "Amplified bimorph scanning mirror, optical system and method of scanning," and "Expert system for Research, Data Collection and Analysis" and has patents for additional MEMS devices pending.

Mr. Mills has a Bachelor of Science in Engineering from Swarthmore College, a Masters in Computer Engineering from the University of South Carolina, and a Doctorate in Engineering from the George Washington University. He is a member of IEEE, ACM, and the engineering honor society Eta Kappa Nu. He is a US Citizen and has held US Security clearance.
